The Commercial Vehicle Safety Alliance (CVSA) is gearing up for its annual International Roadcheck, slated to take place from May 14th to May 16th. This three-day event is a crucial period for commercial motor vehicle inspection and regulatory compliance enforcement across Canada, Mexico, and the United States. Here’s what you need to know:

What is International Roadcheck?

  • International Roadcheck is a high-visibility initiative aimed at ensuring the safety and compliance of commercial motor vehicles and drivers.
  • CVSA-certified law enforcement personnel will conduct inspections at weigh/inspection stations, temporary sites, and via mobile patrols.
  • Inspections will verify compliance with federal, state, provincial, or territorial regulations.

 

Focus Areas for 2024:

  • This year, International Roadcheck will focus on two key areas: tractor protection systems and alcohol and controlled substance possession.
  • Controlled substance and alcohol possession/use remain significant concerns, with the number of prohibited drivers listed in the U.S. Drug and Alcohol Clearinghouse (DACH) on the rise.

 

Tips for Motor Carriers and Drivers:

  • Motor carriers should establish and strictly enforce clear policies to prevent controlled substance and alcohol possession or use in the workplace.
  • U.S. motor carriers should regularly query the DACH to ensure their drivers are not in prohibited status.
  • Drivers must adhere to their company’s policies and avoid possessing, using, or being under the influence of alcohol or controlled substances while on duty.

 

Tractor Protection Systems:

  • International Roadcheck aims to increase awareness of tractor protection systems, including the tractor protection valve, trailer supply valve, and anti-bleed back valve.
  • CVSA has provided an inspection bulletin outlining steps to properly check these critical vehicle components.

 

Inspection Procedures:

  • Inspectors will conduct the routine North American Standard Level I Inspection, a thorough 37-step procedure examining vehicle components and driver documentation.
  • The inspection covers brake systems, cargo securement, coupling devices, driveline components, lighting devices, tires, and more.
  • Vehicles that pass without critical violations may receive a CVSA decal valid for three months.

 

Out-of-Service Violations:

  • Vehicles found with out-of-service violations will be restricted from operating until violations are addressed.
  • Driver inspections include checks for operating credentials, hours-of-service documentation, seat belt usage, and signs of alcohol/drug impairment.

 

Weather Contingencies:

  • In case of inclement weather or other limiting circumstances, inspectors may conduct Level II or III inspections, which are not eligible for CVSA decals.
